Hubei Province International Cooperation Association of Enterprises (HPICAE) is a provincial general association subordinate to the State-owned Assets Supervision and Administration Commission of Hubei and registered with the approval of Hubei Civil Administration, a social organization that helps enterprises go out, carry out international cooperation and develop the export-oriented economy, as well as a social organization assists the government in supporting corporate development in the new situation that the State values supporting small and medium-sized enterprises as a new point of economic growth.

HPICAE is under the leadership of China International Cooperation Association of Small and Medium Enterprises (CICASME). Gu Xiulian, former vice chairman of the Standing Committee of the National People's Congress and president of All-China Women's Federation, and Zhang Huaixi, vice chairman of the CPPCC National Committee and executive vice chairman of China Association for Promoting Democracy act as honorary chairmen, and Zheng Silin, former minister of labor and social security, acts as chairman.

Aim: "Globalization, cooperation, service, development", namely "serving enterprises, enhancing cooperation, promoting development, propelling enterprises to go global"

Advantages: Relying on the government, supporting enterprises and going global. Giving full play to the professional advantages of the association and member entities, starting from aspects such as market development, information transmission, talent introduction and training, and management improvement, offering enterprises professional and comprehensive supporting services, and playing a significant role in linking enterprises and the government.

Main missions:

1. Publicizing relevant state policies for and regulations on reform and opening up, and foreign cooperation, introducing the country's and province's industry policies, development orientations and construction emphases, guiding foreign investments, and spreading achievements and experience in international economic cooperation.

2. Developing friendly relations with relevant foreign organizations, companies and enterprises to enhance mutual understanding, establishing longstanding partnerships and promoting various forms of economic and technical cooperation between the province and foreign enterprises.

3. Providing information and consultation services to enterprises, institutions and relevant economic organizations in the province.

4. Investigating into relevant situation and problems of enterprises in foreign cooperation, and reporting their opinions and requests to relevant government departments.

5. Holding various training classes meeting enterprise demands to help enterprises increase technical level and economic management level.

6. Being involved in various forms of international exhibitions and fairs to develop channels for international cooperation and exchanges and promote the establishment of cooperative projects.

7. Organizing member communication and cooperation to discuss major common concerns.

8. Assisting relevant government departments in carrying out the work of planning, guiding, organizing and coordinating enterprises' foreign cooperation.

9. Undertaking tasks assigned by relevant government departments.

10. Organizing enterprises to carry out communication and exchanges under the principle of marketization in such aspects as talent, technology, resources and information.
